The Telangana government has launched a new initiative called the Rajiv Yuva Vikasam Scheme 2025. This scheme aims to support eligible individuals from Scheduled Castes (SC), Scheduled Tribes (ST), Backward Classes (BC), minority groups, and Economically Backward Classes (EBC)/Economically Weaker Sections (EWS). Implemented through respective community development corporations, the scheme focuses on enhancing entrepreneurship skills and promoting economic self-reliance among beneficiaries.
Eligible individuals can start their own business by applying for concessional, subsidized loans up to Rs 4 lakh under this scheme. The program’s concept is to support the youth’s economic growth by giving them financial assistance to launch a business. The deadline for submitting the applications was April 14, 2025.

Eligibility Criteria
Individuals in rural areas should not earn more than Rs 1.5 lakh annually, while those in urban areas are limited to Rs 2 lakh annually. In the application form, a candidate must provide their ration card details. If they are unable to do so, they must provide a Meeseva-issued income certificate.
The age limit for the scheme has been set by the state government at 21–55 for non-agricultural projects and 21–60 for agricultural sectors.
Documents Required
Below are the details of the necessary documents that the Telangana government has asked for:
a) Aadhaar Card
b) Income Certificate or Ration Card
c) Caste certificate issued by the Telangana government
d) For the transport sector, holding a permanent driving license is mandatory.
e) For agricultural purposes, possessing a pattadar passbook is compulsory. (It is a document type in the shape of a small-bound book that contains all facts about a landowner, also known as a Pattadar.)
f) For Persons with Disabilities (PWDs) – a SADAREM certificate is mandatory.
g) Recent passport-size photographs.
h) Additionally, a vulnerable group certification is mandatory, which must be certified by the Mandal level committee.
Rajiv Yuva Vikasam Scheme 2025: Steps to Apply
– Candidates must register on the OBMMS portal within the specified timeframe.
– Download the completed application form and submit a hard copy along with the needed documentation at the Mandal Praja Palana Seva Kendralu (MPDP) office in rural areas or the Municipal Commissioner’s office/Zonal Commissioner Office (Urban Areas).
– Contact Mandal Praja Palana Seva Kendralu for assistance with the online registration procedure.
– Applicants are free to choose any commercially viable activity.
Rajiv Yuva Vikasam Scheme 2025: Things to Keep in Mind
One household will participate in one self-employment initiative over five years.
Preference will be given to first-time candidates, women candidates, PWD with a minimum of 5 per cent disability, kin of martyrs from the Telangana struggle and the SC subclassification agitation.
The candidate must already have self-employment experience.
