Pakistan is one of the few countries that give dual citizenship, but it has some conditions. Tahwwur Rana can enter Pakistan through the National Identity Card for overseas Pakistanis (NICOP) card. This means that Rana can travel on Canadian passport. He can still maintain some rights as a former citizen in Pakistan.

Nicop is issued to those Pakistani citizens who live abroad and have also taken citizenship there. It should include people who have also taken citizenship of America, Canada and UK. Nicop holders get limited permission for coming to Pakistan, purchasing property, banking and other rights. This is not a passport, but a kind of identity card is again.
