A ‘ghost sighting’ that initially caused a commotion at Jiwaji University in Bhopal was actually a creative protest led by a professor to draw attention to the university’s alleged involvement in an affiliation scam. Dr Arun Sharma was seen disguised as a ghost outside Gate No. 2 of the university, accompanied by two students.

The protest was aimed at exposing the alleged fake affiliation granted to Jhundpura Shivshakti College. The protestors gathered at the university gate in the dark to highlight the fraudulent activities, including the illegal disbursement of scholarships and the creation of fictitious principals. Dr Arun Sharma plans to escalate his protest by holding a satyagraha (hunger strike) outside the Madhya Pradesh Assembly on March 10 to demand strict action.

The Ghostly Protest

Dr Sharma, an honorary professor, staged this unique ‘ghostly’ protest to draw attention to the alleged fraud involving Jiwaji University’s affiliation to Shivshakti College, which existed only on paper. The college, located in Morena district’s Jhundpura, had no physical presence but had been given a bogus affiliation for 15 years. During this time, students were enrolled on paper, and scholarships worth crores of rupees were allegedly siphoned off.

The situation worsened when Dr Arun Sharma himself was appointed as the principal of this non-existent college. Bank accounts were opened in his name, and salaries were paid for 15 years despite no real educational activity at the college. After discovering the fraud, Dr Sharma reported it to the Economic Offenses Wing (EOW), which subsequently filed charges against 17 professors, including the Vice Chancellor of Jiwaji University, Avinash Tiwari.

As a result of public pressure, Governor Mangu Bhai Patel intervened and dismissed the entire Executive Council of the University, including Tiwari. Dr Rajkumar Acharya was appointed as the new Vice Chancellor.

Despite this, Dr Arun Sharma alleges that the university’s Registrar, Arun Chauhan, continued to grant affiliation to the fictitious college and even made it an examination centre, allowing the fraud to persist. Dr Sharma describes Shivshakti College as a “ghost college”, with a “ghost principal”, “ghost students”, and a decade-long fraud involving fake scholarships.
